Trust funds (TFs)1 have become an increasingly im-portant funding mechanism for development atthe World Bank, to a degree that the World Bankhas moved to mainstreaming the instrument andincluding it in its budgeting cycle under the TF re-form agenda. Germany, albeit already an importantshareholder of the International Bank for Recon-struction and Development (IBRD) and an importantdonor to the International Development Association(IDA), has steadily increased its portfolio of TFs atthe World Bank over the last years. Within the Ger-man TF portfolio, major stakeholders are the FederalMinistry of Economic Cooperation and Development(BMZ) as well as its implementing organizationsKfW Development Bank (KfW) and the Deutsche Ge-sellschaft für Internationale Zusammenarbeit (GIZ)GmbH.
