A Peer Analysis of Results-Based Financing in Development Cooperation

    To support funders in designing more effective development programmes, we analysed results-based financing (RBF) approaches used by leading bi- and multilateral development banks and agencies. The study compares design principles, operational guidelines, appraisal mechanisms, and lessons learned across funders such as the World Bank, Asian Development Bank, Inter-American Development Bank, and Norad. 

    Results-based approaches link payments to verified outcomes rather than inputs, marking a shift from “what to finance” to “what to achieve.” Our analysis highlights how these mechanisms foster stronger country ownership, enhance system performance, and promote institutional learning. By examining payment metrics, verification practices, and risk management strategies, the study identifies key success factors for implementing RBF. It concludes that the transformative potential of RBF lies less in financial incentives than in its focus on accountability, flexibility, and results orientation.
